Before he was elected Mayor, Mike served as President of the Pontiac City Council, representing the Eastside’s District Seven. For more than three years, he guided the Council through major decisions that strengthened the city’s financial stability, professionalized operations, and protected critical public resources.

Under his leadership, the Council safeguarded $37 million in federal American Rescue Plan Act funds, ensured the city adopted balanced budgets on time, and helped secure the return of Oakland County operations to downtown Pontiac—one of the most significant economic development opportunities in years.

Mike enters the Mayor’s Office with hands-on knowledge of city operations and a track record of building systems that work. He modernized City Council procedures, led key committees on economic development, housing, planning, finance, and personnel, and earned respect for being responsive, transparent, and accessible to residents.

His leadership has been marked by collaboration, accountability, and a deep commitment to lifting up Pontiac’s neighborhoods.

A Champion for Schools and Young People

Mike’s public service began long before City Hall. He was twice elected to the Pontiac School Board, serving five years—including two as School Board President. His tenure saw the elimination of a decades-old $51 million deficit and the successful adoption of the district’s first capital improvement bond in more than thirty years.

Guiding the district through the challenges of the pandemic, Mike focused on stability, student success, and supporting teachers and staff.

Professional Experience That Strengthens Pontiac’s Future

Mayor-Elect McGuinness brings extensive experience in economic development, nonprofit leadership, government relations, and community engagement.

As Executive Director of the Berkley Downtown Development Authority, he revitalized a downtown district, launched successful programs, and helped recruit dozens of new businesses. Since 2019, he has also led the 150-year-old Oakland County Historical Society, where he expanded programming, modernized operations, and set fundraising records.

His early government experience includes serving in the U.S. House of Representatives for Congresswoman Brenda Lawrence, coordinating outreach across Oakland County and helping Pontiac residents secure vital federal benefits.

Deep Roots in Pontiac

A proud graduate of Oakland University, Mike worked multiple jobs—including AmeriCorps service in Pontiac schools and neighborhoods—to pay his way through college. His commitment to Pontiac is personal and generational. He lives in a historic century-old home on Union Street near City Hall, and his family continues to call Pontiac home.
